Franklin Crossing is a partnership between UHP, Missoula Housing Authority (MHA), and the City of Missoula, to develop mixed‑income housing on City‑owned property currently known as North MRL Triangle. The property is one of several City-owned surplus properties identified by Mayor Andrea Davis’s Housing Task Force as a strong fit for development as affordable housing.
The site is ideally located adjacent to MRL Park and two blocks north of Southgate Mall, and Franklin Crossing is planned to include 192 LIHTC permanently affordable rental units serving residents from 30%-70% AMI. The project also includes 33 for sale townhomes that are designed to look directly onto MRL Park and the Bitterroot Trail. The City of Missoula is donating the land for the LIHTC project and the Missoula Redevelopment Agency (MRA) awarded $9.7mm in Tax Increment Financing (TIF) to the project in March 2026. UHP and MHA are seeking 9% and 4% LIHTCs along with a GO Housing Loan to finance Franklin Crossing. Fort Crossing is supported by significant private, public, and soft funding sources, and the development team is currently advancing site control, planning, and entitlement efforts, along with key funding applications in 2026. If successful in securing this financing, the project will break ground in the summer of 2027 and be completed in 2029.
